Research On Service Supply Model Of Metrology

Metrology is an important technical foundation which achieves the unity of magnitude, ensuring people's livelihood, economic development, Sci-tech Progress and human communication in the whole country. Whether the development of history or the relevant experience of foreign countries, the country puts the metrology in a significant position. With the global economy continues to merge with each other, trade is becoming increasingly frequent among countries, the value delivery is also increasingly frequent in the world. The area of metrology traceability is transformed from a single country to globalization, so the metering services is increasingly high demanded.In our country, the legal metrology institution is the most important provider of metering service. It is mainly responsible for the three aspects:measurement basis, measurement social undertakings and measurement application. It develops from the planned economy era. Although it forms a relatively complete metering service system at the present stage, due to its unique history, appearing many problems while the metering service is being provided. How can we provide the better metering service? There are also a lot of voices from all walks for it. Through the analysis of the supply status and the main problems of the metering service, and combined with the relevant experience of foreign countries, a new metering service supply model is proposed. It is conducive to solving problems of the metering service at present.This paper firstly describes the main body of the metering service supply. Then it makes analysis on the problems which existing in metering service of legal metrology institutions and its supply status. According to the actual situation of our country, combined with other countries on the basis of the metering service system, a new metering service model is proposed. Through the reform of the existing legal metrology institutions, this model will establish a new national legal measurement system, namely it consists of two levels of national metrology institutions and provincial metrology institutions. On the other hand, it will strip out of the original metering application service from legal metrology institutions to set up a regional measurement and testing company. It will fundamentally solve the problem about the functions which is in disorder of the legal metrology institutions. In the end, due to the new metering service model, the paper gives some advice and suggestions on the three aspects of measurement basis, measurement social undertakings and measurement application.
