| China has entered a new period in order to promote agro-industrial, take city to a rural zone and accelerate the transformation of traditional agriculture, to pursue the agricultural modernization with Chinese characteristics and do away with the dualistic structure in urban and rural areas forming a new pattern of urban and rural integration, during which land comprehensive control plays a key role in. With the comprehensive improvement of rural land research, it is conducive to understanding the present situation of land comprehensive control in China to do good foundation work for the land comprehensive development in the future, to realizing the goal of protecting0.12billion ha of arable land, to promoting the construction of new rural areas.Problems of comprehensive improvement of rural land, comprehensive improvement of rural land potential and rural land comprehensive control comprehensive benefit were analyzed with Liangsan and Dengzai in Xinhuang, Huaihua. The research results show that:through the project area the comprehensive improvement of rural land in Xinhuang, quantity of cultivated land has been increased, the land utilization efficiency promotion, farmer standard of living has been improved; The corresponding indexes of the project are analyzed from the aspects of benefit on economy, society and ecology, and found that the Comprehensive Management of Rural Land can increase the cultivated area7.64ha, a net increase of cultivated land ratio is3.04%, and the per average cultivated land increased0.00133ha. By improving the farmland infrastructure and land formation, the unit cultivated land production can be increased from8299.95Kg/ha to9469.95Kg/ha, which had raised40%, thus greatly improve the land output efficiency. Through the adjustment of agricultural production structure, the project of agricultural total income can be increased815800Yuan, the net income of rural residents raised118.26Yuan.Through the land consolidation and the improvement of irrigation and water conservancy facilities, assurance rate of irrigation project design is amounted to ninety percent. In addition, it improves the field road system, and makes it convenient for the shipping of crops and facilitated mechanical to enter the field. Compared the comprehensive improvement of rural land and the corresponding index before and after, the project area rural land comprehensive control comprehensive benefit are analyzed, the results show that, the comprehensive improvement of rural land social benefit, ecological benefit and economic benefit were increased significantly, promoted the development of local social economy effectively. There existed main problems such as local land comprehensive control law of existence policy issues, technical issues, problems, involved in the funds of non engineering measures, land is on the move problem and add farmland quality reduce.According to the above circumstances, suggestions to further implement the project area land comprehensive control are put forward as follows:to perfect the improvement of laws and regulations, to strengthen the organizational leadership and management, to implement the comprehensive improvement of rural land responsibility; sector collaboration, form resultant force; to strengthen supervision, standardize the operation; to increase governmental investment, expand the financing channel, form multivariate and devoted mechanism; to increase the comprehensive improvement of rural land propaganda; people-oriented, rely on a farmer; to establish a standardized project management system; adhere to optimize the market means, advance rural land comprehensive control project. |
