Japan has established a perfect system of the pension system under the guidanceof the government after World War Ⅱ which largely overcomed the crisis brought bythe aging and ensured the quality of life of older people and the stability of thesocial.In this paper,I will analyze the establishment,development and current situationof the Japanese pension system with the theory of institutional change and I havesummed up some of the features of the Japanese pension system,such as legislationfirst,the legal provisions detailed,widely coveraged and so on.But with the aging crisisof Japan increasingly serious,the pension system has exposed some problems,such asgovernment beared too much on public pension system,intergenerational burden wasunequal,the operation of the pension fund continued losing and so on.The Japanesegovernment has adopted a series of measures to solve the problem of the pensionsystem,such as improveing the payment rate,reducing the benefits,postponing theretirement age,encouraging childbirth,improving the profit of annuity and so on.We can learn from others.It is to adjust the change of Chinese pension system tostudy the changes of Japanese pension system.To overcome the problems we face onpension system,like covering is low,the legal system is imperfect,operating income islow and other issues,this article put forword some advice to the reform of our pensionsystem,such as improving the predictability of the policy,raising the coverage of thepension system,improving the legislation of pension,relaxing investment restrictionson pension and so on.
