With the acceleration of world's population aging tendency, continuous deepening of the reforming and opening, and the implementation of one-child policy, China entered into the era of aging society in advance. The problems and weaknesses of social security system has been exposed gradually in the past three decades. How to further reform and improve our country's old-age security system has not only become a big pressure on the government but also a livelihood issue to our people. Facing with the over-demand pension market, enterprise annuity system, as a supplementary for old-age security, should play its important role to make up for the inadequacy of basic old-age security. During the period of China's enterprise annuity development, it has made some achievements but still confronts with many difficulties. In the "13th Five-Year plan", the government reemphasizes that we should develop the occupational pension, enterprise annuity, and commercial pension insurance. Authorities from human resources and social security department show that they will revise and improve the relevant policy of enterprise annuity as soon as possible.Beginning with the introduction to the selected topic background about severe aging society and pension shortfall, the paper draws forth the point that further research of enterprise annuity system is important and it also shows us the research status both in China and abroad through literature research method. The second chapter mainly aims at interpreting the related theory of the enterprise annuity, making concept explanation and theoretical basis for the next research.This paper mainly focuses on the research of our country's enterprise annuity system. The third chapter includes three aspects:the development of China's enterprise annuity, the basic situation of the development, and the problems existing in the development. In the fourth chapter, I select a large state-owned enterprise, Ma Steel's enterprise annuity plan as a case, and summarize its current design ideas, several problems existing in the implementation process as well as their causing reasons to reflect the nationwide common problems, which mainly observed in the following aspects:management problems in enterprise annuity, poor awareness about enterprise annuity, value-added difficulties in pension funds, lacking of incentive function in pension plans, as well as imperfection in the supervision and disclosure mechanism.In the fifth chapter, on the basis of introduction to the American 401(K) plan, the England occupational pension plans, the Japanese enterprise annuity system and Hong Kong's MPF scheme, from which we can extract specific and referential value of enlightenments. The last part of the paper is based both on the basic national conditions of China and experience from successful enterprise annuity system abroad, further reflecting on how to improve China's enterprise annuity system in the five aspects:legislative level, preferential tax policy, investment management, cognition degree and supervision mechanism.
