Then, the article introduces the present situations of the automobile recall systems of United State, Japan, Europe and China. And the article divides the institutional change process of automobile recall system of Unite State, Japan, Europe into three phases. And the article describes the evolution and the impact of various factors each phase, which can guide the research about the next part. And the article summarizes four elements of automobile recall system based on theory of institutional change and the situations of our system. The elements include legal structure, recall model, recall process, recall object and defect features. The article analyses the automobile recall system of China and Unite State, Japan and Europe based on impact of the element. At last, according to the above research, the article provides the theory references to establish and improve our automobile recall system. This article give these suggestions to our system, which include improving the height of legislation, perfecting legal structure, perfecting the vehicle certification standards and procedures, encouraging voluntary recall and the system of complaint of consumers, improving the execution and supervision for automobile recall procedures, expanding the scope of recalled object, improving the research of defect information and defect identification.
