On Undertaking Industry Transfer In Qinghai Province

Industrial transfer is one of effective ways to adjust industrial structure and promote economic development in our country. It helps optimize the productivity’s space layout, form a reasonable system of division of labor, contributes promote the adjustment of industrial structure, and accelerate the transformation of the mode of economic development. At the present, China’s eastern coastal developed areas are actively undertaking industrial transfer from developed countries, and transferring their inferior industries to underdeveloped mid-west areas at the same time. In this context, research in Qinghai province to undertake industrial transfer holds great realistic significance of optimizing industrial structure, strives to target the undertaking industrial transfer, and promotes balanced development between the western regions and the eastern developed areas.Based on the theory of industrial transfer and related literature. this paper analyzes the trend of industrial transfer, the east’s motiyation of rolling out industries, and the mid-west’s motivation of undertaking them. It also explains the reasons for undertaking industrial transfer. From the aspect of the specific review of the production structure and three industries, and the situation of domestic and foreign capital utilization, it studies the industrial structure and the status of the development of industries which has been accepted by Qinghai province. In addition, by means of combining superiorities and using industry gradient coefficient, the paper determines which industries can be accepted from the perspective of industry and region. At last, it puts forward some suggestions about undertaking industrial transfer in accordance with the restrictive factors existed in the development.This paper is divided into six parts.Part I:introduction. Poses questions, clears background and significance of this study, proposes the thinking frameworks and research methods, and states the innovation and drawbacks of this article.Part II:the relevant theory summary and literature review. Outlines the relevant concepts, reviews the development of the theory of industrial transfer, and also summarizes the existing research literature of industrial transfer at home and abroad.Part III:analyzes the trend of industrial transfer both home and broad, studies the motivation of China’s industrial transfer.Part IV:studies the industrial structure from the aspect of value structure and three industries, analyzes the status of the undertaking industrial transfer from the aspect of the situation of domestic and foreign capital utilization, and states superiorities from the aspect of natural resources, labor force, policy support etc.Part V:uses industry gradient coefficient, location quotient and comparative labor productivity to identify competitive industries, determines which industries from which areas can be accepted in the light of the preference of current industrial policy support.Part VI:analyzes the restrictive factors of undertaking industrial transfer and then puts forward some suggestions.
