Study On The Spatial Planning Of Cultivated Land Protection Based On The Anti-planning Theory

The general land use planning of every rank refers to the importantlegal document which guides the government and the common people tomake proper use of land resources and protect the resources of cultivated land.The new round of land use planning preparation has been done. Protection ofthe cultivated land is also the important content of planning, but thoseconcepts are still common in every rank such as, overvalue of the amount ofcultivated land and fulfillment of the quota of quantity of farmlandpreservation，and underestimation of quality of cultivated land. Based on this,taking Helingeer county as example, my research simulates the spaceplanning of the protection of cultivated land in research area,and analyzesand contrasts the results of the two methods for the space planning ofcultivated land by leading into the theory of “Anti-planning” and throughconstructing the planning of ecological infrastructure of Helingeer county inthe aspect of ecological safety and quality of cultivated land. It providestheoretical and practical foundation for the next step of the assessment andrevision of the general planning of land utilization, and it is also a newexploration of the planning method. So it has important practical significance.Those are several points of the main research results and conclusions ofmy research:⑴On the characteristics of basic landscape of Helingeer county,provide foundation for space planning pattern of cultivated land on theregional ecological safety through the procedure analyses, landscapeevaluation and fulfillment of the general planning of the area ecologicalinfrastructure.⑵Establish three safe level ecological infrastructure（EI）as high,middle and low which are composed of water and soil conservation securitypattern、bio-protection security pattern、and recreation security pattern, and maintain the continuity and integrity of regional landscape.⑶Draw the evaluation result of land suitability into the ecologicalsafety pattern and determine the amount of cultivated land under the level ofsafety pattern as low, middle and high in the research area. The result is thatthe amount of cultivated land in the low, middle and high level safety patternconstitutes separately the10.04persent、75.29persent and90.38persent of thetotal area of Helingeer county.⑷Based on the result of the prediction of population and under theprerequisite that the residents of the research area could provide themselveswith the enough grain, it is calculated that the demand of cultivated land is64672.42ha to the end of the planning; taking the method of level safetypattern in regional ecological basic installation as criterion, determine thefinal space layout of the cultivated land and protection method of cultivatedland. It has been determined that the final amount of the land protection is64673.14ha.⑸Compared with the traditional method of space planning ofcultivated land, the “Anti-planning” theory is more scientific. It not onlyreaches the protection quota of cultivated land of research area in2020in theaspect of quality, but also gains a lot of improvements in quality. At the sametime, it realizes two achievements of protection of cultivated land andecological protection, and gives multiple functions to the production ofcultivated land, ecology and culture. It also extends its ecological space andmakes the space layout more reasonable.
