With the acceleration of urbanization in China, the contradiction between economic development, cultivated land protection and ecological environment is becoming more and more serious. The situation of the occupation of arable land, farmland pollution, the deterioration of the ecological environment has brought challenges for the protection of quality and quantity of basic farmland. Therefore,it is imperative to adjust basic farmland to protect arable land resources and ensure food security under the coordination of ecological-living-industrial space.According to the land-use planning, land use status, ecological red line protection zone planning to analyze ecological-living-industrial space, this paper takes Z city as the study area.Under the premise of basic farmland quantities should be ensured, let reserving living space(urban expansion boundary?the conditional construction area)and independent location of building land as priority, then removing five heavily polluted farmland from production space, finally coordinate with the ecological red line.If the target of the basic farmland production quantities is not completed,it can overlap with the cultivated land in the second level ecological protection area. Results show that:(1)the living space determined by the land-use plan and it contains eight land types : city, towns, villages, roads, railway, port and quayage, pipeline transportation land, hydraulic structure land, with a total area of 35953.27 hectares.analyzing the industrial space through agricultural land classification results and heavy metal pollution evaluation results, the arable land utilization grade center on fifth, sixth, seventh grades, sixth grades, and the sixth grade has the highest proportion. The results of single gene index method and complex pollution indices method shows that the distribution of pollution are points in the study area; The ecological space analyzed by Ecological red line control area,a total area of 27.91 square kilometers at first level of management and control zone,a total area of 722.53 square kilometers in second level of management and control zone.(2)Under the consideration of the basic farmland status change, heavy pollution and ecological space control,a total of 5396.50 hectares basic farmland should be removed on the basis of ecological-living-industrial space present situation, including 4214.17 hectares the planning of basic farmland polygon are replaced by non-cultivated land;a total of 130.14 hectares are heavily polluted and seventh grades;1052.19 hectares be removed in the 1 level control area.In this paper, the cultivated land converting into basic farmland evaluation index system was developed,8 Indicators are selected, such as slope, irrigation guarantee rate, connectivity, utilization index, heavy metal pollution, the distance of cultivated land to town, the distance of cultivated land to traffic trunk line, the distance of farmland to rural residential,by utilizing each weight of the evaluation index through the analytic hierarchy process and establishing the evaluation model through weighted-index,the integrated score of every evaluation unit is calculated and moving arable land accordingly, finally 3548.21 hectares of arable land are moved into basic farmland which has the advantages of no pollution, suitable slope, higher utilization grade, location, convenient farming conditions. It compares study results and basic farmland status and argues the rationality of this adjustment from quantity, quality and spatial distribution. The determined layout of basic farmland in this paper is under the coordination of ecological-living-industrial space, which can protect arable land more effectively and is of great significance to the scientific and rational delineation of basic farmland in the future and is essential to our country's food security.
