A nation with the people-oriented thought should pay great attention to food security, for people will regard foods as their prime wants. At present, our country is in the period of accelerating changes in economic and social structures, and the development is facing a serious of complicated contradictions and problems as a result. However, food safety incidents, especially in recent years, occur frequently, most of which are found in circulation. These substandard quality foods, through various channels into the market, not only disrupted the market order, but also hurt the interests of consumers greatly and become a serious hidden risk to people’s health currently. The act of strengthening the food safety supervision and protecting public life and health, has become one of the basic duty at all levels of government. Industry and Commerce Department also bear an obligatory responsibility in circulation.In recent years, some significant food safety accidents seriously harmful to consumers’ health and safety, take place continuously. As a result, how to track and trace foods effectively has become an extremely urgent issue. The food safety regulatory bodies in different countries are all set up based on their own conditions. Food Safety Authority is established in Sweden, supervising from farm to table. In Japan, two large departments are responsible for food safety, and these two are coordinated under the committee established by the central government. Similar to China, the United States have a number of departments monitoring food safety, yet have no regulatory chain scissions because of species classifications. Combined with our actual situations, Chinese government should learn from western developed countries in the supervision of food safety, and strengthen the food safety supervision, in order to reduce the occurrence of food contamination and put an end to major food-poisoning accidents. The establishment of Food Safety Regulation set up a new regulation system in the law forms. Based on this law, the management in food safety circulation should improve the institutional mechanisms as well as innovative ways and methods. It should also involve the lateral linkages with related departments, and to construct a long-acting mechanism of the supervision of food safety in circulations.Based on analysis of the circulation food safety supervising actuality, the assay made boot analysis using public management external effect theory, information asymmetry theory and public crisis management theory, and circulation food safety monitoring of the strengths, weaknesses, opportunities, threats were introduced using the SWOT method. Through the analysis of matrix, it is concluded that four development strategies, specific every kind of strategy to our country circulation food safety management has the different aspects of the role of different level. According to yet fast development ideas, decide on the basis of strategy of the strategy, SO WO strategy and ST strategy as the core strategy, promoting China’s circulation food safety management improvement. The People’s Republic of China on food safety law and other laws and regulations as the basis, earnestly implement the state council the industry and commerce administrative functions endowed, earnestly implement people-oriented, overall, coordinated and sustainable development of the scientific development concept, adhere to the "overall supervision, to highlight the importance and specimens and system, strive to effect a permanent cure" working policy, strengthen and food safety management each link, to further explore perfect coordination linkage of market access, recalled, risk warning of circulation industry and commerce management mechanism system, strengthen the propaganda of public opinion, and actively guide enterprise legal credit management, guiding the people, to create scientific consumption reasonable consumption environment, to construct circulation food safety management long-effect mechanism. Finally, from the macro and micro levels to strengthen circulation food safety management of specific countermeasures, the macroscopic level countermeasures is to perfect the related laws and regulations, and shall establish a food safety administration coordination linkage system, constructing warning prevention mechanism, innovation regulatory way and the method, construction of circulation the supervision of food safety long-effect mechanism, to the whole of circulation food safety management a macro guidance; Micro countermeasures of food safety is to enhance citizens’ consciousness, promote the enterprise bear the corresponding social responsibility, using industry association build reasonable consumption environment, strengthening the supervision of public opinion and Commerce Department function, to grassroots circulation food safety management has strong guidance operation significance.
