With economic globalization and integration process speeds up, human society enter the knowledge economy era of rapid development, and enterprise survival environment and competitive uncertainty becomes more complex. Individual company can not survive only depend on their own limited resources in the fierce market competition environment, only through the cooperation among enterprises can make the enterprises develop, so emerge the new firm model of virtual enterprise which can enforce the complementary advantages of enterprises, share risk and cost, and make the enterprise quickly seize market opportunities and achieve win-win situation. Virtual enterprise is a collection of different corporate entities, partners relationship management is an important aspect of virtual enterprise management, it is essential to the operation of virtual enterprises and success. This article discusses partnership management of virtual enterprise in building stage and operation stage, it is primarily the virtual enterprise partner selection in the building stage, and it is mainly knowledge transferring and management.In the21st century, knowledge has replaced the traditional production factors, and becomes the core enterprise competitiveness. Virtual Enterprise is set of enterprises which have different core competencies, so knowledge is the important factor in the partnerships management of virtual enterprise, so this paper researches the virtual enterprise partner relationship management problem from the view of knowledge. The main research work is as follows:(1) Summary and analysis the research status of the virtual enterprise partner relationship management, described the meaning and purpose of virtual enterprise partner relationship management based on knowledge.(2) Describe the content、the features and advantages of virtual enterprises, analyze the life cycle of virtual enterprise, discuss new research methods-biology like method, analyze the virtual enterprises biological behavior and gene, and summary the research status of biology like method.(3) Introduced the concept of gene recombination, we see the virtual enterprise as organism, analyze similarity of gene recombination and the virtual enterprise partner selection, explain virtual enterprise partner selection problem using the principles of gene recombination, construct a virtual enterprise partner selection model which see enterprise knowledge as gene, give the method to establish gene pool, discuss two cases that need to choose a partner and to choose more than one partners, finally, use multi-attribute algorithm to calculate the capacity of the integrated gene, and gives a case study.(4) In the operational phase, the virtual enterprise partner management not only to pay attention to problem distribution benefits, but also should focus on the knowledge management, because knowledge is the core business competitiveness and the source of the interests. Describes the meaning of gene clone, analysis the significance of the virtual enterprise knowledge gene clone, sum up the four modes of knowledge transfer in virtual enterprise, use double auctions model to promote tacit knowledge transfer and clone, in order to improve success rate of staff knowledge transfer, we introduce the concept of trust degree, and use this concept build the repeated auction game model to improve the tacit knowledge clone.(5) Analyze several knowledge management system models, study the design and implementation of the virtual enterprise knowledge management system, detailed analyze the system’s framework and main features, finish the prototype system of virtual enterprise knowledge management system using this paper’s theoretical research.
