In recent years, due to the global economic downturn, resulting in social employment pressure, the types of policies of national entrepreneurship support and the establishment of venture capital funds, to induce a new round of venture tide, entrepreneurial SMEs sprung. Only a small number of these start-ups in the fierce market competition, survival of the fittest, able to withstand the test of. How to solve the outstanding problems in the internal management of the transition period, to maintain a sustained competitive, successful completion of the venture to grow by leaps and bounds to become a breakout success, entrepreneurs are generally faced with new problems.Operations of enterprises in a transition period after the pioneering accumulated some experience, with a relatively stable market and customers, the scale expansion, an increase in the number of employees, the organizational structure is complicated. Scale expansion speed and performance growth imbalance become increasingly prominent, with the consciousness of human resource management, entrepreneurs began to management to be effective, the choice of management methods and how to promote the development of human resources in the enterprise worth exploring.Management by objectives clear organizational expectations of employees, so the employees to properly adjust their own behavior, to complete personal goals while helping to achieve corporate goals. Joint research by communication up and down, setting goals, and promote full participation, enhance organizational cohesion; through the target chain system, so that employees clear the close relationship of the individual goals with departmental and corporate goals; through the examination and evaluation, and enhance employees’ sense of responsibility and a sense of crisis, pass the external market pressures to organize content; reasonable incentives to maintain the persistence of performance management; through targeted traction, full participation and self-management to achieve business objectives.This article will use the method of management by objectives of the the HQ company’s performance management system reconstruction, through in-depth analysis of the status and characteristics of the corporate human resources, the positioning of the current performance management issues, theoretical methods of application management by objectives, design suitable HQ Performance Management system, and thus improve enterprise management level, to resolve The principal contradiction of human resources, and enhance their competitiveness.
