Nowadays, Human Resources Management have been one of the critical corecompetencies of enterprises and its responsibilities scope is not only limited to recruitment,selection, assignment, compensation, filing, etc., but also expands to strategic partnersupporting business unit, so that traditional human resources department expects revolution.A lot of enterprise have been chasing the most popular theories of human resources such as“Human Resources Business Partner”,“Human Resources Service Center”, etc., andre-structuring their human resources department based on that. However, this kind ofchange is just based on the surface and never touches the core value of the theory, only toleave the negative impact to the enterprise and even create the conflict between humanresources professionals and business units. Company S is a foreign invested company andestablished in1980s. Its parent company is a consumer/professional electronics giantmanufacture, headquartered in Japan. Until now, company S has been one of the biggestforeign invested companies across the whole China and has developed mature mechanismsystem. However, it has been facing issues including low efficiency, bad relationship withbusiness unit, and high complaints from employees. The purpose of this thesis is to figureout a solution package to fix the issues mentioned based on the study and analysis.The methodology of the thesis consists of several steps. First, a satisfaction surveywill be sent out to employees to collect opinion for a clear picture of human resources’image in the mind of employees. Then a regression analysis will be conducted based on thestatistics, trying to find out the real problems destructing the image of human resourcedepartment. These problem found will be brought to one on one dialogue with a couple ofhuman resources professionals with the purpose of unveiling the reasons behind theproblem. Most important, a solution package was created to fix the problems afterinvestigation on the most updated human resources theories and articlesAccording to analysis, in order to improve the issues faced by human resourcesdepartment of company S, the solution includes re-structuring human resources department,standardizing job description of human resources business partner and responsibilities of human resources shared service, creating SOP, and updating E-HR of human resourcesdepartment is a must revolution step to make the change happen.
