The world economic situation is always changing. The United States experienced afinancial evolution from mixed operation to separate operation and then returned tomixed operation. The United Kingdom also had financial reform from separate operationto mixed operation. Now many countries in the world are using mixed operation modetoo, explaining that the choice of history is meaningful and the mixed operation hasadvantages. Mixed operation mode is usually in the form of financial holding companiesto implement and especially to the insurance industry is to establish insurance groups.China has already had a number of insurance groups in the financial market, and thefuture will be mixed operation times.This paper aims to research that based on the mixed operation perspective,regulatory agencies should how to supervise the insurance groups to protect their healthyoperations and the stability of the financial industry. First of all, it starts from thedefinition of insurance groups, explaining the advantages and the potential risks of theinsurance groups’ operation. Then it discusses the means which is taken by the CIRCnow and the limitations under the requirement of the separate operation. Those countrieswhich using mixed operation mode earlier have their own regulatory frameworks and arefull of experience. This paper has selected the most representative countries to analyzethe advantages and shortages for learning. Finally, it proposes to build China’s insurancegroups regulatory framework and give advice to make the framework perfect.The full text is divided into four parts. Part one is an overview of the insurancegroups, and part two is the introduction of regulatory status and limitations. Part three isthe analysis of the regulatory experience in the world and part four is the regulatorycountermeasures for insurance groups in China.
