Research On System Construction Development Of Rural Policy Finance In Social Perspective In China

As a large agricultural nation, the agriculture problem、countryside problem andfarmer problem intertwined the “strong and vulnerable group” which affects the stabilityof the country. And the development of agriculture, rural areas and farmers can not getperfect progress without the support of the policy finance. And nowadays China’s ruralfinancial system is composed by the Agricultural Development Bank of China,Agricultural Bank of China and the Rural Credit Cooperatives Agency. They play animportant role of policy function, commercial function and cooperation function. Butthey still face the problems that the short of the credit capital supply, rural capital outflowserious, farmers and small and medium-sized enterprise financing difficulties, policyfunction plays insufficiency, the agencies position is not accurate and etc.According to sociological theories and methods to explore the social meaning andcharacteristics of the rural policies of the financial system; This article takes the data thatget from the vulnerable groups in Henan province to make the analysis, using the Probitmodel. This article gets the social factors that influence the capital demand of farmers,small and medium-sized enterprises from the analysis. Then, the article analysis thedevelopment mechanism that relate to the social factors mainly from the sociologicalperspective, which are social network, sociology culture, social organizations and etc.Finally, the conclusions of analysis proposed to further improve the operating paths andpolicy recommendations of the rural policy-oriented financial institution building.
