The Study On The Problem Of Surpporting New Rural Construction In Finance Of Shanxi Province

The Central Committee of the Communist Party has promulgated《The Central Committee of the Communist Party of China's Advices on pushing Socialism New Rural construction》("File No.1" ) in the February 21th ,2006. The socialism new rural construction has being seen as a major strategy to completely cope with the three issues related to agriculture, village, peasantry, and it could spring from the scientific development concept and socialist harmonious society idea which now direct the development of the country. Agriculture is the strategic section among the national economy, which relates to social stability and national economic self-supporting. China`s agriculture has lagged seriously behind the development of the national economy as a whole for many years, which could attribute to the vulnerablness trait of agriculture as an industry in the modern economy,and the government`s development strategy discriminating against agriculture, which put many constraints on its development. The three issues have negatively affected China's socialist modernization progress. The same is true in Shanxi Province. The economy of most counties and cities in Shanxi is mainly agriculture and the rural section. Due to natural conditon, historical and other economic reasons, the three issues related to agriculture, village and peasantry in Shanxi Province are also quite dramatic, which cannot be alleviated without the governmental supporting. Therefore, the paper tries to speculates Shanxi new rural construction with the perspective of governmental financial supporting.First of all, the paper demonstrates that the carrying-out socialism new rural construction is the elemental part of building harmonious society practice. Secondly, through overview of rural economic development in Shanxi Province and the governmental financial Supporting for agriculture, we find there are many places to enhance in supporting agriculture of Shanxi Province financial department. The fund to assist agriculture development from all levels governments ` finance departments seems not enough to fulfill its duties; Meanwhile, the fund is always misused and the total utility efficiency remains low ,which partly contribute to rural economic backwardness in Shanxi Province. Thirdly, we analyze what other provinces and countries have experienced in supporting agriculture and rural development so as to get some lessons. Finally, according to the study above, we propose a basic framework for the governmental financial supporting socialism new rural construction: The basic idea for financial supporting socialism new rural construction in Shanxi ,which include increasing the financial supporting fund, progressively implementing supporting policy and innovative financial supporting mechanism;The way to raise supporting fund, which is related to alleviation of county financial shortage and introducing more investment entities; And the suggested supporting measures,which relate to identifying proper supporting industrial divisions, switching financial supporting structure. Infrastructure construction,ecological environment protection, rural social activity,and agricultural production structure adjustment are advised as the important supporting items.The author aims at search for the path to push socialism new rural construction in Shanxi. Considering government's leadship in socialism new rural construction, it is highlighted what government finance plays in solving the three issues related to agriculture, village, peasantry in the paper. And I also expect the suggestions on financial assistance to support socialism new rural construction could make sense.
