With the development of China's economy,the socialist market economy has reached an important turning point of transformation.After the slowdown of economic development brought by the troika of "investment","export" and "consumption",the country began to adjust its direction from extensive economy to intensive economy,and structural problems left behind the last economic cycle began to be classified and adjusted.At present,China's economy has gradually embarked on a greener,more "quality" and less "quantity" development path.With the rapid development of economy,the importance of financial industry has become more and more prominent.When urban finance,especially in the eastern coastal areas,has begun to catch up with developed countries,the development of rural finance in China is obviously lagging behind.Since the beginning of reform and opening up,China has begun to explore the rural economic development mode.By the mid and late 1990 s,with the gradual relaxation of entry conditions in areas not involving national livelihoods,the non-public economy and collective ownership economy began to play an unprecedented role.Among them,the rural economy has also made obvious progress in this period.In the first decade of the 21 st century,the rise of the Internet economy has brought greater opportunities to the rural economy.At the same time,rural finance has also begun to become active.Farmers and small and medium-sized enterprises are increasingly demanding funds,and rural credit institutions emerge in endlessly.However,because the formulation of laws lags behind the development of rural financial industry,although non-policy financial institutions have made indelible contributions to rural economy,the methods behind these contributions often go in the gray zone of law.Who supervises policy-based financial institutions and non-policy-based financial institutions,and how to supervise them? Some problems are beginning to surface.If these problems are not solved,the establishment of rural financial system will become empty talk,and the next step of rural finance is not known.Starting from the relevant theories of rural finance,this paper makes an analysis of the rural financial system in some developed countries,probes into the current situation and existing problems of rural finance in China,and analyses the root causes of these problems.Then,it combines the relevant experience of rural development in the past 40 years of reform and opening-up and the actual situation of rural economy,aiming at the problems.It also gives some suggestions on how to improve the rural financial organization,legal system,supervision system,credit system and insurance system,and gives some shallow opinions on the direction of rural financial reform in the next step.
