During the NPC and CPPCC, representatives from across the country are eager to speak, put forward various suggestions about the achievements and problems since Reform and Opening-up. They were voted good national citizens. But in many companies, during in the meeting, lots of employees keep silent or give selected opinions, form quiet atmosphere. The silence atmosphere was named organizational silence by Morrison, in2000, which give a description of the phenomenon that employees keep silence or give selected opinions about the problems in the organization. When the employees know the best methods about how to improve job performance, or know the solution to the difficulties that the enterprises are facing to, or know the most important information about the crisis, the organization silence give great impact.The long time organization silence may form a kind of silent practice.which produced negative effects on enterprises and individuals. So the organization silence has become one of the most hot problems incorporate and academic researches.This paper gives a study of the relationship among Organizational Silence, Psychological Capital, and Organizational Citizenship Behavior during the middle-level managers. Based on previous studies, this paper first give a description of Organizational Silence, then come to study the Organizational Silence is how to affect the dimensions of Psychological Capital, at last the paper keep focus on both of them are how to affect the Organizational Citizenship Behavior during the middle-level managers.The research method used in the paper is the empirical research method. Firstly, read a lot of literature, most of them are latest research form domestic and foreign, and then I give a detailed reading analysis and summary. Secondly, by means of questionnaire survey, I went to Dalian, Jiangxi, Tianjin, Shanghai and Wuhan to do the investigation. In the data processing, I use SPSS, AMOS software to analysis, drawing the following conclusion:(1) The middle-level managers’Organizational Silence has a significant relationship with Psychological Capital, the dimensions of Organizational Silence,acquiescent silence and defensive silence play a negative effect on four dimensions of Psychological Capital: Self-confident, Hope, Optimism,but Tenacity plays little effect with them,(2) The middle-level managers’Psychological Capital has a significant relationship with the Organizational Citizenship Behavior, four dimensions of Psychological Capital.Self-confident, Hope, Tenacity, Optimism play a negative effect on the four dimensions of Organizational Citizenship Behavior:altruistic behavior, sense of responsibility, citizen advantages, sportsmanship, play little effect on politeness.(3) The middle-level managers’Organizational Silence plays a negative effect on Organizational Citizenship Behavior(4) The middle-level managers’Psychological Capital plays the intermediary role when Organizational Silence affects Organizational Citizenship Behavior.Based on the above findings, this article finally embarks from the reality of the enterprise, from the point of view of organizational behavior, giving some management suggestions about the cultivation of psychological capital, how to reduce negative silence, improve positive silence and increase organizational citizenship behavior. Also because of the limitation of the research, the typical empirical sample, this paper theoretically and practically and some shortcomings, I really hope in the future someone can give a continue study.
