Along with the interest rate liberalization, financial disintermediation and stringent regulatory requirements, the "Golden Time" of commercial banks has been indubitably ended. It has been proved by widely practice that process re-building can help to contribute a more scientific and sophisticated banking operation system. Thus, building the core competitiveness through BPR has become a necessary decision for Chinese commercial banks.This paper made a systematic review of the bank rebuilding theory. During the whole research, based on the ARIS architecture, management engineering tools such as modeling and queuing theory were innovatively applied. The author gives a specific description of the three key points:process system building, process reengineering methods and reengineering performance evaluation, following with a representative case of BC Bank’s BPR practice. Based with theory and tools achieved from former chapters, the author carried out a detailed study into BC bank’s core credit process, including process analysis, evaluation and optimization. Then, process efficiency and customer satisfaction for "as-is" and "to-be" processes were evaluated to judge the BPR work. The bright spot of this paper is the combination of theory analysis and tool application, and there would be certain reference significance for the BPR of Chinese commercial banks.
