Industrial agglomeration can form a competitive advantage, promotetechnological innovation and bring external effects. Relative to the traditional industriesof industrial agglomeration, because of the speed of knowledge spillovers in theconcentrated area of the high-tech industrial agglomeration concentrated area is morefaster, its innovative strengths and external effects is more obvious, thus contribute toregional economic growth. The high-tech industry represents a country’s corecompetitiveness, Guangdong Province, the development of China’s high-tech industryon behalf of provinces, the high-tech industry has gradually become the pillar industryof Guangdong Province and has an ever larger share of its output value in GuangdongProvince’s GDP, thus to study the high-tech industry agglomeration making the role onits economic growth in Guangdong Province, has a pivotal role in the development ofhigh-tech, Guangdong Province and other provinces of our country, especially in thecentral and western regions can also be used as a reference. Therefore, this study in thetheory and reality have a certain significance on the above reality, this paper studybarriers to entry of public utilities, then propose the concrete measures to overcome thebarriers, and, at last, construct government regulation policy of public utilities afterprivatization.
