| Housing is the basic needs of human life, however, with the acceleratedprocess of marketization, more and more low-income groups haven’t the abilityto pay market housing prices, so the gap gradually widened, and the lack ofability to pay problem has aroused the concerns of the community. In order tosolve these problems in recent years, our government has successivelyimplemented low-rent housing system and affordable housing system, whichhave alleviated the basic housing problem of low-income groups to some extent.However, the issues are still outstanding. First of all, the object of low-renthousing system and affordable housing system are the low-income groups, butthe majority of middle-income groups, namely, the "sandwich class" groups,neither suit the low-rent housing and affordable housing criteria, nor the abilityto pay the market house. Therefore, the public rental system as a solution to the"sandwich class" group’s housing problems emerged. Second, the low-renthousing and affordable housing system resulting in a series of questions. because of the non-perfect system and poor management during operation. Forexample, some people who don’t meet the conditions live in low-rent housingor affordable housing. Then, how to prevent occurrence of similar problems tosuch a huge public rental system, management is particularly important.At present, research on the management issues of public rental is not much,and doesn’t form a system. To public rental system, management mode issuccessful or not, directly effects the success or failure of the whole public rentalsystem,and determines whether the nature of the housing security willchange. This article studies the management mode of public rental and putgovernance theory as the theoretical foundation, then build three kinds ofmanagement models——government management model, market managementmodel and network governance model, and then analyzes Shenzhen, Chongqingand Shanghai which are Chinathree typical cities’ public rental managementmodels and their main problems.On the basis of learning fromforeign(overseas) developed social’s public housing management experience,combining with China’s national conditions, this article constructs a public rental network governance model with China’s government-led and multi-partyparticipation such as non-profit organizations.This article is divided into five parts, each part of the contents are asfollows:The firstpart is Introduction. It mainly describes the researchbackground, research significance, related research and article ideas, researchmethods, innovation and inadequate.The second part describes the basic theory of the management of publicrental.It is mainly described the concept of public rental, theoretical basis(governance theory), as well as the management model (National managementmodel, market management model and network management model).The third part analyzes the typical urban public rental management modeland the existing problems. It mainly analyzes the contents and characteristics ofthe specific models of the three cities of Shenzhen, Chongqing and Shanghai,and look for problems arising.The forth part analyzes the advanced experience of foreign(overseas)developed social,such as Singapore, Britain, France, the United States and Hong Kong’ advanced experience. And then analyzes the revelation of theseexperiences that improve the management of china’s public rental model.The fifth part constructs a concept to improve the public rentalmanagement model network governance model. A network governance modelwith government-led, non-profit organizations and other parts Participating isformed.The article clears network participants (government, nonprofitorganizations, businesses, the public, as well as the lessee),then develops thespecification of the cooperation network. To improve the management of publicrental, the article puts forward network governance model’s specificcountermeasures in Establishing a sound legal system, improving the accessmechanism, setting the reasonable rent standards, strengthening supervision andexit management and completin set of services. |
