Research On The Supervision Of Public Rental Housing In X District,Wenzhou City

Public rental housing security system is an important system for people’s livelihood in China,and also an important measure to guarantee people’s "housing" and solve people’s housing problems.With the increasing coverage of public rental housing security,the public rental housing subsidies are wrong and frequent,and the access conditions of public rental housing that do not meet the guarantee of public rental housing are not cancelled in time;the problems of public rental housing to obtain benefits are gradually exposed,which expose the problems in the supervision of public rental housing security.The emergence of these problems has revealed the existing problems in the supervision of public rental security,which restricts the development of public rental security,and affects the fairness and standardization of public rental security.Therefore,it is urgent to explore and solve the supervision problem of public rental housing security.In view of the supervision problems of public rental housing security,based on the actual situation of X area,this paper studied the supervision of public rental housing security in X area by means of field visits and interviews.In view of the supervision problems of public rental housing security in area X,this paper made an in-depth analysis of the actual situation of X area from a multi-dimensional perspective.From the perspective of the policy system of public rental housing security,it has the problems of unclear supervision policies and unclear supervision subjects.From the perspective of the public rental housing security and supervision mechanism,there are problems such as the regulatory hierarchy is limited in scope,the regulatory ranks are weak,insufficient supervision personnel and imperfect function of public rental housing security system.From the perspective of the participation of social forces in the supervision of public rental housing security,here are problems such as lack of community,low media attention and weak mutual supervision ability of the masses.In view of these problems,based on the reality of X area and the theory of "meta-governance",this paper explores the coordination and cooperation among the government,community,media and the masses,so as to maximize governance and achieve effective supervision.The theory of "meta-governance" also emphasizes the main role of the government,requiring the government to implement the main responsibility and establish rules and regulations.In terms of the actual situation in area X,to improve the supervision of public rental housing security in area X,we should first start from the supervision system of public rental housing security,improve the policy of public rental housing security,and set up an independent supervision agency.Second,we should improve the internal supervision mechanism of public rental housing security,build a scientific organizational structure,improve the management and evaluation mechanism,and improve the functional modules of the public rental housing security system.To strengthen the supervision of social forces in the guarantee of public rental housing is to strengthen community joint governance,play the role of media guidance,stimulate the enthusiasm of the masses for supervision and purchase third-party supervision services,so as to achieve internal and external linkage and all-round supervision.X in wenzhou area supervision of the public housing security research,in the hope of improving the quality of wenzhou X area public housing security work,still can pass from the point of attachment with the form,the wenzhou X area public housing security supervision right approach to other counties,and other cities in China,so as to guide and promote public housing path toward more specification.
