At present, innovation capability is increasingly important for an organization’s survival and development.How to enhance organizational innovation capabilities is an urgent problem to solve for contemporary organizations, extensive literature studies have shown that organizational culture plays an important role to enhance the organization’s innovation capability. At present, the organizational culture and organizational innovation capability vary between the state-owned enterprises and the foreign-funded enterprises, and how we can learn from each other to improve the innovation capability? Most of the existing research was classification of organizational culture first, and then study the differences of the impact of the different types of organizational culture on organizational innovation capability, They study the impact of organizational culture on organizational innovation capability directly, or introduce the mediating variables to study its indirect effects, or make the organizational culture as an adjustment variable, Explore the impact factors of organizational innovation capability in a particular culture. Through a comprehensive overview of the organizational culture impact the organizational innovation capability, this study focused on innovative organizational culture, and make the organizational nature as a starting point for research, compare their differences.Based on the previous research,we add the organizational learning into the model of organizational culture and organizational innovation capability, formulating hypotheses, using of the structural equation analysis method to the analysis the mechanism of "organizational culture-organizational learning-organizational innovation capability",and comparate the result of two sets of data from state-owned enterprises and foreign enterprises. Lastly get the conclusion:in addition to state-owned enterprises, the innovational value promote the open mind is rejected, regardless of the state-owned enterprises or foreign enterprises,impact of each dimension of the innovation values in organizational learning is more significant; when to the impact of innovative incentive system on organizational learning, innovative incentive system to promote the role of shared vision dimension does not hold the role in the state-owned enterprises,other dimensions has been set up but not significantly; Innovative behavior patterns on organizational learning,to promote share vision is not established in foreign invested enterprises, other dimensions of the role were set up, but the foreign companies significantly more than state-owned enterprises;To study the impact of organizational learning on innovational capability, the dimensions of share vision promote organizational innovation ability is denied in state-owned enterprises,role in promoting organizational learning on organizational innovation capability is established.According to the conclusions of this study, we summed up the managerial implications and recommendations for the Innovation management of state-owned enterprises and foreign companies in China,and pointed out the inadequacies of this study and future research directions.
