| In current our country is in the process of all-round construction of well-off society in national around,"SAN NONG" questions enacted a series of policy which enhance and benefit farmer, in order to accelerate the pace of new village construction, consequently achieve our goal of socialistic harmonious society. Public finance is the substantial guarantee of implementing policy of the party and state. The eleventh five-year plan put the construction of socialist new countryside as an important historical task in the process of Chinese modernization, and clearly points out that we should insist on "giving more， taking less and allowing flexibility". At the same time continue increasing agricultural and rural financial investment scale and constantly extend coverage of public finance in rural areas, moreover continue strengthening the construction of rural infrastructure and perfecting the public service system, gradually structure the Long-term efficiency investment mechanism of fiscally supporting-agriculture to promote agro-industrial, agriculture. Therefore, we should give full play to the guiding role at all levels for finance in the process of socialist new village construction, and advancing with the times to explore scientific fiscal support path. In this background, with the national fiscal support outlays and benefits as the research object, start from fiscal support outlays and benefit, collect years public financial input in rural and agricultural development data, and summarize years of our country’s fiscal support, though the empirical analysis of Chinese years of fiscal support status,in the analysis this paper probe into the possible problems in the process of fiscal support,according to the analysis and then infer the physical truth that benefit of our country’s fiscal support to agriculture is low,then dissect some possible influencing factors and put forward some countermeasures and proposals to constantly promote the process of the construction of the new countryside.This article includes seven parts: the first part "the overview of new village construction and public finance theory". This part of the construction of new countryside,the background of the overall goal and basic function of public finance was briefly explain this to provide a full,based matting.The second part "introduction to the theory of home and abroad" the related researches on certain reviewed.The third part "public financial support rural construction is the history and current situation of our country,"the financial input in agriculture history of several stages of the classification and the fiscal support to our current situation is analyzed. This article puts forward problems to provide basic research materials. The fourth part of "public financial investment scale and agricultural economic benefit from empirical analysis of the "public fiscal support spending scale and agricultural output and income of farmers based on their long-term relationship,the measurement analysis. The fifth part "public financial support problems existing in the construction of new countryside and analyzes the reasons" before the according to part the current analysis,this paper summarizes the problems existing in the financial support of agriculture,and the reason is analyzed.The sixth part "international experience for reference"is mainly to the several typical western countries on summary analysis related to agriculture. The final part "policy proposals of improving the public finance to support the new village construction." According to the theoretical and empirical analysis in front,and puts forward some increase in new village construction fiscal support spending benefits countermeasures and Suggestions. Including how to innovate financial investment channels to increase the fiscal expenditure for agriculture,according to actual needs,how to optimize expenditure structure,how to perfect the supervision of fiscal support for capital management system,how to strengthen the legal protection,etc.. |
