Constructing the socialism new village needs many measures among them, such as the financal service, funds supportion, organization reformation, product development etc, which are the keys of the financial reform in the village . Pushing the village financial system reformation, and becoming a healthy, efficient, complete moderation and etc, which can increase the farmers'income, and resolve the important path of three agricultural problem endingly.Under this background, with the guiding of the theories on the economic theories on Lewis, theories of agricultural insurance, financial suppress, financial control etc, drawing lessons from three typical models of nation (the United States, Korea, India) on developing experience of the financial reform in village, we analyze that, at present the village finance in our country supports a new predicament from the finance inside living and the finance outside living. By means of the combination of logical deduction and inductive reasoning, qualitative and quantitative analysis, we discuss the facing problem when the village finance of our country supports new village construction .We emphasize that in order to carry out new village construction, financial system in our country carry on innovation.
