Modern tobacco agriculture is a development theme of tobacco industry in our country at present. Now, most of China’s tobacco area is in traditional tobacco agriculture to modern tobacco agriculture transition stage, faced with multiple pressures inside and outside. The state of Liangshan as the important high quality tobacco production, since the area was determined as a pilot of the modern tobacco agriculture by the State Tobacco Monopoly Bureau in2007, through the continuous exploration and practice, the modern tobacco agriculture development has achieved initial success, but the comprehensive promotion of modern tobacco agriculture in the state of Liangshan still has a lot of problem. These problems seriously restrict the further development of modern tobacco agriculture in Liangshan. Therefore, under the new situation how to overcome the constraints, give full play to its own advantages and characteristics of Liangshan modern tobacco agriculture, realize the smooth development of social economy, drive Liangshan city to a new level, is worth discussing important topic.This paper mainly from the theory of Agricultural modernization theory and the sustainable development theory, summarizes the development of modern tobacco agriculture experience and Inspiration of Liangshan, and research the development of modern tobacco agriculture in Liangshan through the methods of Qualitative and quantitative, field survey method in scientific. This article through to the course of Liangshan tobacco agricultural development, comprehensive analysis the current situation, made clear the development advantages and limitations of modern tobacco agriculture in Liangshan. Dominant factors include:the superior natural conditions, has a long history of development, basic facilities is better, tobacco with outstanding varieties, good of production staff and the scale, policy opportunity. Limiting factors include:the scale of production facilities is weak, tobacco comprehensive management level is not high, production organization mode is not scientific, the lack of talents resources, production and sales system. On the basis of the above analysis, put forward the countermeasures of modern tobacco agriculture development and innovation in Liangshan:(1) to strengthen the construction of infrastructure.(2) the implementation of modern management mode, implement pilot of GAP model.(3) innovation of production organization.(4) to improve the human resource security level.(5) set up a comprehensive marketing system.
