Currently, many cities in China confronting a serious problems of water shortage, waterpollution and water ecological deterioration.In order to solve the increasingly prominent waterresources issue, some areas began the explore of Urban Water Reform to ease thecontradiction between supply and demand of water resources, to ensure the safety of the watersupply and drinking water.Regional the water integration has become an important model.Dongguan is a city with serious shortage of water, there are outstanding problems aspoor water quality, emergency reserves, water supply management system imperfect etc.Withthe rapid development of industrialization and urbanization, the contradiction between supplyand demand of water resources in Dongguan city increasingly sharp. The old water supplysituation of city, town, village three levels split has been difficult to match the Dongguaneconomy and society sustainable development.According to the Dongguan municipalgovernment deployment, in2015, Dongguan have to complete the "one network"water supplysituation with "Water resource unified configuration, water supply manpower scheduling,urban and rural water supply with the same net,same quality, same price and same service"basically. In new situation, how to develop a business development strategy, and to safeguardthe smooth implementation of the strategic objectives,is the most pressing problemsconfronted for the Dongguan Dongjiang water limited company which is the city’s largeststate-owned water enterprises.This paper taking Dongjiang water corporation for example, around " water businessgroup" strategic goal, using the SWOT analysis, analysis of the external environment for thedevelopment the company (policy environment, economic environment, social environmentand cultural environment) and internal conditions (development processement, organizationalstructure, competitive advantage and competitive inferior), drawing the good internalconditions and good external opportunities of Dongjiang water corporation, should mainlyadopt the SO portfolio strategy.On this basis, through the comparison to the excellentdomestic water enterprises, learn from their implementation of the modernized operationexperience and model. To determined the Dongjiang water supply corporation to promotedevelopment strategy, key tasks, business layout, mode of management system etc. Finally,according to the water supply group development needs, put forward the safeguard measuresand policy support including system, talent, technology and capital.The research concludesthat Dongjiang water limited company should seize the current great development opportunityof water industry, strive for policy, reduce costs, accelerate development.according to the modern water requirements of enterprises,the company should establish water group,improveits organizational structure, expand the business scope, optimize profit model, make theintroduction of social capital and promote the diversification of property rights.
