Zhongshan City Hall especially port town government in order to promote regional economic development, is committed to the formation of industrial clusters and effort, not only will the port town of localization of Chinese playground equipment production base, is in the land of support, policy support, exhibition support and other aspects to be input and guidance.In this paper the concept of industrial clusters, characteristics and forming factors are summarized, using Potter’s" Diamond Model" of Zhongshan city recreation facilities industry status quo and development trend of theoretical analysis, given the cluster cultivation ways:one is to establish a longer development planning; the two is to build a complete industrial chain; the three is to develop form a complete mechanism of talents training; four is to promote enterprise technological innovation capability.This study has important significance. On one hand our country industry cluster study a short history, much of the existing research focuses on the theoretical discussion, with the domestic regional practice weak; on the other hand, Zhongshan city recreation facility industry is in a crucial period of development, industrial cluster is formed.Therefore, through this research, on one hand enrich the domestic industry cluster study, especially the theory and practice of industry cluster based on abundant; on the other hand, also will drive Zhongshan city recreational facilities industry clusters, cluster effect development have a positive effect; third, can in theory for the Chinese government formulated policy to provide academic support, through the region industrial cluster measures, promote the industrialized level rise, accelerate a city to change a course, increase the competitiveness of local enterprises.
