| Since the 1960s, by the Highway 128 in the USA,the silicon valley,the third Italy represented,a form of industrial organization which rise in the world is called industry cluster, and industry cluster obtain great success. Then it attracts lots of scholars who come from Economics,Sociology,Management field and so on. The UN industrial development organization and Economic cooperation and development organizations active advocate and promote cluster strategy all over the world. Industrial cluster can play an important role which has been recognized by global in promoting regional economic and improving industry innovation ability. The great competitive power and the driving role which are in the possession of cluster has attracted governments'attentions In new period, the industry cluster policy is the key tool of country macroscopic policy, it can combine regional policy,technology policy with industrial policy to drive cluster healthy development, but cluster policy is different from cluster development planning which establish a industrial area or a characteristic function area. With the development of global economic integration, cultivating industrial cluster is an important way of promoting district economic competitive power. Researching cluster policy is to remedy market failure.Because of market failure phenomenon and the market risk from it, we need to seek a reasonable cluster policy to implement. So this thesis research out a suitable cluster policy—Framework policy. This thesis will explain why we advance framework policy and what it is as well as what it can do.This thesis separates into six parts. The first half of the thesis will show three aspects that literature review,factors considered in the process of cultivating cluster,cluster cultivated model. The second half part mainly comes up with framework policy and analyses it,systematic analyses the case of Dalian equipment manufacturing industry and according to the results of the analysis we give some policy suggestions. At last, we summarize research conclusion and give policy suggestions. 1,The fist chapter is introduction. In the chapter, we mainly introduces research background,purpose and meaning,research methods,innovation points,deficiencies. The thesis uses both normative analysis method and positive analysis method. In addition,the thesis uses other methods such as:case analysis method,chart analysis method and so on. Innovation points of the thesis is that we put all cluster policy factors into frame rang to systematic research it.2,The second chapter is Academic source.In the chapter, we will introduce two aspects theories about industrial cluster and public policy. They can supplement each other and mutual coordinate.3,The third chapter mainly discuss about systematic analyzing cluster cultivation. In the chapter, cluster'positive and negative effects show that the healthy development of cluster can not leave government' help. So cluster need government breeds them. Also, we discuss about the influence factors in the breeding process and specific cultivation modes. The chapter is the base of the next section.4,The fourth chapter is about systematic analyzing cluster policy, which is the core section. In the chapter, we mainly research cluster policy problem and establish framework policy by using positive analysis method. And we expound from policy types,framework policy participants,systematic analysis flow5,The fifth chapter is about case analysis. In the chapter, we choose the case of Dalian equipment manufacturing industry. we analyse the development present situation of Dalian equipment manufacturing industry and the existing problems in the development process and the current policy implementation status and then we use systematic positive analysis method to analyze the case. At last, according to the analysis results,we give some policy suggestions.6,The sixth chapter is the thesis important conclusion. |
