R&D staffs are the heterogeneity of human capital that master core technologies and keyknowledge resources in the enterprise, they related to maintaining long-term developmentand competitive advantage of high-tech enterprises. Motivation and retain of R&D staffs is animportant aspect of human resource management in the high-tech enterprises, especially forthe state-owned enterprises in China’s inland cities and rigid management system is moreprominent. the long-term equity incentives, an effective incentive mechanism, is widelyapplied and maturely operated in high-tech enterprises at home and abroad, that show theincomparable advantage in terms of R&D staff incentive.This paper use project equity incentives to achieve the development of R&D staffs andlong-term maintain. on the basis of equity incentive theory, combined with a high-techenterprise project works to build the project equity incentives, on the basis of fullinvestigation of the XEMC existing incentives equity, apply and study of long-termincentives of project equity incentive in a high-tech enterprise. First, by theoretical literatureand research to further understanding of the characteristics and the position and role of R&Dstaffs, the incentive effects of factors and characteristics from a vocational orientation,property rights, incentives and long-term incentive describe the R&D staff incentive;Secondly, through the theoretical studies proposed the theoretical model and framework ofhigh-tech R&D staff incentive, elaborated mechanism for R&D staff incentives and modelbuilding; Again, introduced situation of XEMC R&D staffs, through questionnairesunderstand enterprise incentive status quo, then analyzes its problems; Finally, based on theguiding ideology and principles of the project equity, detailed design of the project equityincentive programs, put it in implementation and application, pointed out the existingproblems and countermeasures in the implementation process. The research conclusion showproject equity can solve the problem of the loss of core R&D staffs, binding the talent andenterprise through the good incentives.
