China began the reform of market economic system from1978, which not only changedthe structure of China’s economic, but also changed the production mode of national revenue.And all these made China began to transform from self-produced nation to tax State. For thisshift requires the construction of budget democracy and the financial legal system, China hasalso begun to establish the public financial system adapt to market economy. Our Constitutionand the Budget Act have established the People’s Congress’s decision-making status at variouslevels in the budget process, but due to the inherent defects of the People’s Congress, BudgetSupervision has not been able to function effectively, and the building of budget democracy,which in order to improve the budget supervisory authority of the People’s Congress budget,also has no good function. With the rise of public participation in China, public participationin budget practices in top of the Wenling, Zhejiang Province on behalf of the local level willcombine the budget public participation with the NPC budget monitoring organically. And allthese will provide new thoughts for the construction budget democracy. This practice has apositive role for the building of democracy, even our constitutional development.This article reveals the growth environment of Wenling’s participatory budget in the wayof analyzing practical samples of Wenling, Zhejiang, and summed up the useful experiencewhich can promote participatory budgeting in Wenling, and then have a further discussion onparticipatory budgeting’ positioning and development in the process of the building of budgetdemocracy, in order to promote China’s construction of budget democracy in the existingsystem more effectively.
