The Import Pillar Of Democracy Public Finance: The Target And Path Of Budget Openness

As the trustee of all the people, the government provides public products and services that satisfies the nationals.The government undertakes public accountability.As the basic government financial revenue and expenditure plan, budget shows how the government use the nationals’ money to provide the goods and services that the nationals can’t give.Being the owner of the budgetary fund, the nationals have the right to acquaint themselves with the use of public funds.The government has a duty to give an openning budget to the public and accept their supervision.It is important for our construction of socialist democratic politics to open goverment budget.Political democracy can be considered as the democratic finance, constitutional finance and sunshine finance in economics.So openning budget is the important pillar for the construction of the democracy public finance.And openning budget can improve the efficiency of the public funds and prevent fund waste and administrative corruption.In addition to the introduction part, this paper onsists of three parts to discuss about goverment budget transParency:Introduction part gives some introduetion about the background and significance of the topic, literature review, imperfection, method and etc.The first part analyse the intrinsic logic relationship between openning budget and democracy public finance.Based on the analysis above, this part shows the pefect expression of the openning budget on the premise of democratic finance The author thinks that perfect openning budget should be fully protect public citizen’s right to know, to participate, decision-making and supervision.But, given the current restraining conditions, goverment can’t open the budget without reservation immediately. Goverment budget should be open to the public in the reasonable scope. The second part analyzes the restriction conditions of budget openness.The author finds the budget openness have certain shortcomings on the legal status, NPC supervision, the citizen participation mechanism as wellas the complete budget information.The third part tries to find the path to realize goverment budeet openness.In the first, we have talked about the perfect expression of budget openness, but we can’t meet the requirements, so we need to Set realistic goals.After that, we should give policy suggestions to solve the plight of budget openness.
