It is a long-term practice that the financial public budget of Chinese government of all levels is planned and dominated by the government it self.This kind of public budget mechanism fails to adapt itself to the current economic system reform of China,and will frequently bring to variety of disadvantages due to excessive power of government.It will bring about lots of problems and corruption since the government finance is made secretly without publication to the public and thus the public fails to supervise the process of public budget making.Recently,with the development of market economy and China's entry into WTO,the reform of public budget has been an important part of China's government management;also the Central Government has also paid close attention to the reform of public budget.Within these years,under the leadership of Ministry of Finance,some kinds of reform of public budget have been carried out towards public-realization.The reform emphasizes the content of public budget planning,such as to detailing the content of public budget.In Guangdong province,Shenzhen City and some other local government,similar reforms have been made,ie,a detailed public budget report will be revised by government upon different views from deputy of Congress.However the current Chinese reform of public budget is unable to adapt to the need of social and economic development of China.Although the current reform of public budget has made certain progress in transparency,it is still far from satisfying. There is little hearing in many aspects other than in the aspects of price hearing,and there is no hearing in the planning process of public budget.The participation of deputy of Congress to the planning process of public budget is lacked and the power to supervise is weak.The public has no idea about the public budget,has no right to speak and not right to supervise.China shall increase the transparency of public budget and the degree of public participation,educate and encourage the enthusiasm of citizen to participate into the making process of public budget,improve the legal system of participation of citizen to the public budget,make the public know the making process of public budget which was processed privately and internally,make the public participate and propose different opinions and then revise the public budget.This paper aims to present the function,value and feasibility of public participation into the making process of public budget of our country based on adoption of current research data and theoretical outputs,and proposes some suggestions on the practice of participation into the making process of public budget.Firstly,the paper discusses on the issue whether the current making process of public budget is open to the public. Under the background of process of public budget without transparency,these years. China has made experiment and investigation of public participation in some local government and Congress.Though deep research and detailed analysis,the paper sums up the reason why public is lack of enthusiasm and the practice is inefficient in the aforementioned local practice,and also proposes suggestion on boarded the public participation of public budget in Chapter Five.Chapter One "the meaning of public participation of public budget" shows the legality and legitimate of existence and development of public participation of public budget through research on the meaning of it in promoting human rights,democracy and progress of legal system.Chapter Two "the laws and practice of public participation into public budget in developed countries" introduces the laws and relevant practice of western developed countries represented by U.S.A through research and translation of foreign documents.Chapter Three "the social circumstance and foundation of system of public participation of public budget of China" sums up the social circumstance of public participation of public budget of China and its foundation of system,shows that it complies with the constitution and law to push the public participation of public budget of China,further shows that there is lack of relevant laws and regulations and complete set of system in public participation of public budget of China.Chapter Four "the practice of public participation of public budget of China" analyses and comments on the practice of public participation of local public budget of China,and concludes that the practice of public participation of public budget of China will definitely advance towards the realization of legal system and democracy.Chapter Four lay emphases on the analysis of practice of reform of public participation of public budget of Wenling City,Zhejiang Province,China,concludes that although China launch of reform of practice of public participation of public budget of China has not been long-term,certain experience has been gained and we shall further accumulated the experience and draw lessons from the difficulty.Chapter Five "consideration on promotion of the practice of public participation of public budget of China" shows the aim of the paper,propose the suggestion and the reason that promotion of public participation of public budget of China shall be launched from the primary level and proposes the suggestion of establishment of legal system of public participation of public budge and also improvement on the supporting system of it.
