Especially for the construction industry’s energy saving and emission reduction and construction of value engineering are both put forward very high requirements, energy efficiency ratio or input-output ratio will be used as an important measurement standard that whether the development of real estate is healthy or not.In this paper, we will take actual examples to analyze the value of engineering, study for the effects of value engineering to construction industry’s development.Value engineering is a management technology for the purpose of enhancing the value of the research objects, with the lowest construction cycle, cost to achieve the necessary function of the products, with the function analysis of the object as the core, through the cooperation of related fields, thereby increasing the value of the research objects. While the value engineering has been widely applied in productive enterprises, service enterprises, construction enterprises, but a pity to us:practice and application of value engineering in our country with the international advanced level exists a big gap, is still in its infancy. The main reason that besides construction enterprises’lack of awareness, the research of the difficulties in cost management of engineering project construction with the value engineering theory is not enough, is also an another important reason, which hindered the development of construction enterprises greatly, but also slow down the process that the construction enterprises of our country to join the international project contracting market.In this paper, we will take Ti Mountain project as an example, lay stress on introducing the emergence, development, analysis method of the value engineering, and combine with the specific circumstances of the project, introduce the application condition of the value engineering in the construction industry, and according to the characteristics of the real estate’s development flow, carding key nodes in project management, analyze the major factors that influence the project construction cost. Using value analysis method, to analyze the project from project establishment, project design, project construction, project bidding at all stages. Through different methods of value engineering analysis, combined with the value of the enterprise, build up ideas of project management that based on value engineering,construct project management framework that with the value engineering as the core, and take for that the foundation of analysis,dig out the value point in the process of project development. At the same time, point out some potential research directions that popularization and application of value engineering in the construction industry, to guide the construction industry develop fast and healthy, fulfill the green building, energy saving building now advocated by our country truly, at the same time there is a very important sense to improve the comprehensive level in the cost of project management of our country.
