With the rapid development of market economy, Chinese manufacturing industry is brought in line with international practice. Many large state-owned enterprises face the Crises:Traditional businesses withdrawing from market, new technology requirement growing up rapidly, market competition becoming increasingly fierce. As the typical example, MD Group Corporation enters into a key transition period during the12th Five-Year Plan, from single CRT production to diversification production. The research and discussion about the strategy transition project is significant and characteristic.On the theory of feasibility study for program management, the environment and market demands of glass substrate transition project for MD Group Corporation is analyzed in the article. It gets the result that the project has a good market environment and demand. The transition project plays an important role of keeping advantages and readjusting industrial structure. Then, using financial analysis, it gets the conclusion that the project has good income and market prediction with the support of the corporation’s stable financial structure. It also analyzes the sensitive factors and risk of the project, gets the key influence for future profit, and corresponding measures to increase the possibility of success. The research will provide scientific basis for the strategic decision of transition project, avoid blindness and reduce losses.The decision making and Implementation process for transition project of MD Group Corporation is very typical in state-owned enterprises. It provided overall evaluation for environment and factors of transition project. The article gives a comprehensive prediction and evaluation framework for the similar project decision and enterprise.
