After the period of extensive investment-led development model, telecommunications industry slowdown and enter a stable period of development. With the reorganization of enterprises and full-service operation competition, enterprise resource configuration mode also need to be adjusted to match the enterprise from voice service to data service.However, the occupied relation of data services and network resources is complex, investment decision-making is very difficult. How to config resources quickly and accurately to meet the needs of the market changes, and to provide timely and efficient service, have become an important measure to strengthen the effective management of state-owned telecom companies.also resource allocation management system optimization is imminent.Combined with the relative theories of project management, resources allocation, and Closed-loop management, after in-depth internal investigation, problem reduction and process carding, the paper makes a comprehensive and specific analysis on the problems of the facing external environment change, challenge, internal resource allocation and management process based on a telecom enterprise in Yunnan. According to careful analysis of some key scenes in existing processes, the paper sums up three problems of resource allocation, the first is the lack of effectiveness in planning on demand management; the second is the cooperation of every link in resource allocation system should be strengthened; the third is the information system function of resources allocation remains to be perfect. In this thesis paper, according to the deep analysis of current goal and conditions, reasonable optimization schemes are respectively given in four aspects, post project evaluation, planning and management, the cooperation of every link and IT system module.
