The Research Of Investment Management On Planning And Decision Convergence For Mobile Telecommunications

In a voice-based operating period, as a result of investment management experience in the process of accumulation, it does not highlight the issue of invest planning and decision convergence, but with the telecom operators transiting to products-based operating period, the traditional investment management model faced new challenges,that is, the breakdown of invest planning and decision increasingly apparent. Urgent need for mobile communication enterprises is a set of scientific, quantitative methods, evaluating the allocation of resources on the implementation gap, to find the deep-seated reasons for the gap to make measures to configure the operation resources morr scientificly.For the above mentioned practical issues, on the basis of research cooperation with the Chinese mobile communication operators and enterprises, a large number of first-hand information is on the use of an in-depth research and detailed data analysis. My contributions in this paper are as follows:1. Actual data for the first time demonstrated that the quantitative implementation of the gap between invest planning and decision. Through the many years of planning and investment decision-making of the actual operating data, we make statistical analysis and prove quantitative verification of the implementation gap between the rolling planning and investment decisions in the mobile communications investment management system from many aspects,such as investment amount, professional structure, network capacity and the project construction,2. Creatively transfer the gap analysis model which is first used to analyzing service quality to the field of telecommunications investment management. Combined with the investment gap analysis model, we make research in-depth on the key facors which led to the gap.3. We try to design the work flow for integration between the investment planning and decisions. Meanwhile, we establish a rich operational projects convergence model, coordirating a wide range of complex projects, to slove the problem mentioned above to some extent.
