| With the reform of collective forest system deeply implement, the conflict between the stakeholders is more and more obvious. To find the interest balance between stakeholders is one of the key in collective forest research at the present stage. This article uses the methods of the game theory to explore the game balance between the stakeholders based on the interest related theory. It could provide theoretical basis and feasible countermeasures to promote the reform of collective forest; this would promote sustainable development of collective forestry resouces.Firstly, the arcticle expounds the basic theory of this research:the related concept of forest rights, system change theroy and game theory. According to the actual demand of the collective forest rights reform in Manasicounty-region,this paper defined the main stakeholders in three parties main body:government, forest householders rural households, and village collective by using Mitchell’s of three elements evaluation method. In addition, it made the specific analysis of the conflict between the stakeholders.Secondly, according to the game model design requirements,the paper defines the players of the game model of collective forest rights and expounds the economic assumed condition of stakeholders, including perfectly rational assumptions and limited rationality postulate; it puts forward the conditions what abided by the game countermeasures and it would contribute to form the game model theoretical frame of the stakeholders between the reform of the collective forest rights. By constructing the interest game model which is based on the game relationship between government, forest householders rural households and village collective, it identifies the game balance between the stakeholders.Lastly, based on the curreat situation and the results achieved of the collective forests reform in Manasicounty-region the paper provides the empirical anlysis and inspection with the related game models, which comes up with the related game countermeasures and suggestions as the reference for making policy by the relecount departmeuts and dealing with diapute of the collective forest rights reform.In conclusion, the ecological and economic sustainable development of collective forestry resouces deponds upon constructing the scientific forest right systems, among them, clear property rights iscore; the reasonable interest distribution is driving force. And its guarantee is to perform all parties’responsibilities. Based on game between government, forert householders and rural households and village collective, seeking the game balance and proposing the related game countermeasures of stakeholders would promote the effective unity of collective forestry resouces’ecological construction, economic growth and social progress. |
