In2005,with the high levels of government actively promote, Liaoning Province began the collective forest right system reform. At the end of2007, the collective forest reform subject had been completed, and the supporting reform is also in the process of implementation. In the collective forest reform process, the central government and the reform facilitator emphasized that,:the forest right system reform must insist on two basic principles:One is to ensure the farmers’benefit,The other is to ensure that the Ecological environment is. protected And take these two principles as the essential starting point and the foothold. But in the forest right system reform of Liaoning province, what the farmer get is the main Ecological public welfare forest, and its main function is to protect the ecological environment. To the owner of the of ecological public welfare forest, how to realize the maximization of the family income with the ecological environment is protected, become an urgent problem to be solved.This paper take the stakeholders in collective forest reform in the village S, as the research angle, and analyze the tension between ecological protection and farmers’income growth and this intension how to restrict the farmers income growth, and then try to find a sustainable sustainable development way to defuse the tension. This article concludes four parts:The first part exihibits the stakeholders’demand and deed’s change before, during and after collective forest right system reform; Part two analyze stakeholder interest demand, then try to find out the tension between ecological protection and farmers’income growth; Part three: Natural forest logging pilot reform provide a platform for the stakeholders to cooperate, and dissolve the tension between farmers’income and f ecological protection in a certain range and a certain degree. Part four:by the help of further reflection and summary,, seeking a better way to ensure ecology protection and increasing the income of farmers. Only the stakeholders interest and demand can be satisfied, the collective forest right system reform goal can be completed.
