Research On The Lastingly Efficient Working Mechanism Of The Sci-tech Commissioner System

It is an innovative agricultural extension system who organicly integrates agriculture, technology, capital, management and so on.From the experience of Nanping to Ningxia model, and to coastal Zhejiang model, the sci-tech commissioner system spreads and develops rapidly in the whole country. Guangdong industrial enterprise sci-tech commissioner system is a further innovation that is an application of the science and technology service to the industrial enterprise, which indicates that the sci-tech commissioner system has strong vitality and broad space for development. Because of limitations of new things, while the sci-tech commissioner system develops, while there are a serial of problems, such as unsound management system, the relatively low quality and instable work team of the sci-tech commissioner, unenough supports, some farmers less actively cooperating with the commissioner. For the above problems, the vast agricultural sci-tech extension personnels needs to explore the suitable way strively and to perfect the sci-tech commissioner system.This paper, taking solving the Sonnong problems as the turning point, uses methods of literature, comparative analysis and deduction, and compares development status of Jiangxi sci-tech commissioner system and domestic typical mode. Then find the mian problems and reasons, and finally put forward the countermeasures and suggestions, including strengthening the management of the sci-tech commissioner and optimizing the operation mode, perfecting the system, constructing the financial safeguard system, keeping the commissioner team stable and establishing the talent reservation, gaving full play to the government function, strengthening the innovation and entrepreneurship ability of the sci-tech commissioner.
