Research On Knowledge Characteristics And Transform Mode Of The System Of Special Commissioners In Science And Technology

Farmers are the basic forces for rural reform and development. The poor ability to obtain and utilize technology of the farmers has been the key restrict factor for promoting the agriculture modernization construction. Therefore, only by enhancing technology and ability of self-development for the farmers, can we put the population pressure of rural area into advantage of human resources. To implement the sci-tech special commissioner system, the local governments of some provinces and cities have started with the science and technology service which the farmers need desperately. They have tried to guide the agricultural scientific and technical personnel to go to the countryside and to unite with the farmers to realize integration of traditional agriculture with modern agriculture.Aimed at the existing circumstances of knowledge transformation of sci-tech special commissioner system, this paper conducted a discussion which circulated the core of knowledge characteristics and transform mode from the view of philosophy of science and technology. On the basis of definition of tacit knowledge and explicit knowledge, the origin, development and various modes of sci-tech special commissioner system were investigated extensively with the start of knowledge transfer theory. The study revealed that the exact reason why sci-tech special commissioner system can become the platform for the farmers to obtain knowledge and to become prosperous is that a set of scientific and reasonable transform mode has been built up including internalization, externalization, combination and socialization of knowledge. By referring to a large quantity of domestic and foreign documentation, and by means of investigating some cases on implementation of sci-tech special commissioner system in some districts, the key effect factors of the working of sci-tech special commissioner system were analyzed and several suggestions on how to improve and construct this system were proposed. By analyzing the knowledge characteristics of working mode and transform mode thereof of the sci-tech special commissioner system, the following conclusions were drawn from the view of philosophy of science and technology. Tacit knowledge plays an important role in improving knowledge level and innovation ability. The essentiality and necessity of the sci-tech special commissioner system are to realize the transformation of tacit knowledge. Only when the application of the knowledge characteristics and transform mode is combined with the practical situations, can the piloting function be exerted by the Sci-tech special commissioner to promote the construction of a new socialist countryside and a harmonious society with common prosperity between the countryside and the city.
