Research On The Development Of Xiamen Seed Industry

"The country takes the agriculture as the base, the agriculture takes the seed as the most importance". As the specific and irreplaceable agricultural means of production, seed is the carrier of the agricultural science and technology, and is the important factor to sustainable development of agricultural production. Our country seed project started so late that seed industry was in the initial stage. There are some apparent differences comparing to overseas agriculture developed countries. With the development of the market economy, especially with the implementation of "seed law" and accession to the world trade organization, seed industry have taken place great changes, which not only faced many opportunities, but also exits serious challenges and problems. This article analyzed the problem of seed industry of Xiamen city, and put forward some development strategies and measures for Xiamen seed industry.Results showed that the main problems existed in Xiamen seed industry were as following:1. There were many problems in seed research. Many problems still existed, such as the not established subject status of enterprises, inadequate enterprise investment on innovation and very low return rate, behind breeding technology, separation of breeding and spreading, poor protection of property rights, and so on. All these problems influenceed seriously the new varieties breeding of our city and the sustainable development of agricultural production.2. Because of small scale, seed enterprises lacked the "seed industry aircraft carrier" with international competition strength and the comprehensive strength and ability to participate the international competition. Moreover, the seed industry elites also had no experience opportunities for international trade and the abilities to explore and exploit the international markets.3. Comprehensive talents were not enough in seed industry. The vast majority of seed enterprise management personnel were from agricultural technical personnel, who were unfamiliar with foreign language, foreign trade, customs, computer and other professional knowledge.4. Seed industry was poor in market foresight and production design during seed production process. There were few mature and stable breeding bases. During the process of seed sales, the operation was not standard and after-sales service did not reach the designated position.5. Although Xiamen had the advantage of Fujian and Taiwan exchange, the local laws and regulations of the seed industry was still not perfect, which failed to give full play the advantages to Taiwan seed trade. Function of seed association remained to be further developed and improved.According to the current situation of Xiamen seed industry, in view of the above questions, we thought that the following strategies and measures could be adopted to develop Xiamen seed industry:1. To establish the industry development planning. We should analysis the opportunities and challenges Xiamen seed enterprises faced objectively, and clear the developmental direction and key of Xiamen seed industry, then strive to cultivate10greater influence domestic seed seedling enterprises after5-10years hard work, and make Xiamen as a greater influence "cross straits seed industry city" at home and abroad.2. To implement brand development strategy. We should help enterprises to set up the brand management idea, improve the enterprise brand service level, support enterprise striving for the national brand, encourage enterprises to develop commercialized breeding, promote new examination and determination of new seed actively, set up "exhibition, trade, exchange, cooperation" platform for enterprise, cultivate "Xiamen seedlings" and "strait seedlings" actively, and expand the Xiamen seedlings industry influence.3. To improve the level of science and technology innovation. We should guide seed enterprises to advance the technical innovation investment, promote enterprise become the subject of technological innovation, promote enterprise and university to carry out the "produces study grinds" cooperation, train modern seed industry comprehensive talents, and cultivate seed enterprises integrated breeding, propagation and extension actively.4. Continue to implement the seeding engineering. We should strengthen the government funds, continue to implement the seeding engineering, and promote the modern seed industry to speed up the construction of the "four platform".5. To strengthen service platform construction. We should further optimize the allocation of resources and speed up the construction to across strait germplasm resource pool, crop variety improvement center, modern seed processing and research centers and modern seed industry public laboratory which is public beneficial, fundamental and serviceable, which would lay foundation for the healthy development of Xiamen seed industry.6. To perfect service safeguard measures. We should improve the seed management mechanism, straighten out the seed industry management, administrative penalty and the examination function, strengthen the management team construction, give full play to the association of coordination and service, rights protection, self-discipline function, and ensure the development of seed market healthy and orderly.
