Research On Project Management Of Whole Village Advance In Liaoning Province

Rural development-oriented poverty relief works is not only a historical task to build socialism with Chinese nature, but also an important component to establish a harmonious society. The rural poverty alleviation works in China underwent three stages of system reform to promote poverty relief, large-scale development-poverty reduction, and tackling the hard-core poor in the20th century. In the beginning of21st century, the Chinese Government promulgated the "China Rural development-oriented Poverty Relief Program (2001-2010)" which put forward timely Evaluation System of Whole village Advance(ESWVA). By the implementation of ESWVA, the process of rural development-oriented poverty relief has been greatly accelerated.The infrastructure in the poor rural area has been strengthen, the economy and society has been accelerated gradually, the level of the poor in rural has been higher and the life quality has been improved greatly since Liaoning province introduced ESWVA in2001. However, there are many problems and shortcomings to be improved in the aspect of rural poverty relief. In the paper, I analysis the problem and cause in the process of ESWVA comprehensively and objectively by field research and literature studies according to the reality of Liaoning Province, and proposed counter-measures.Based on the above knowledge and ideas, this paper consists of five chapters.Chapter Ⅰ is Introduction that describes the background and situation of implementation of ESWVA in Liaoning Province, besides it also proposed the purpose and significance to choose the topic, analyzed the research results of scholars at home and abroad to ESWVA. In the last, it clarified the route, way and initiation of paper.Chapter Ⅱ is the overview of the project management of ESWVA in Liaoning Province. In the beginning, the concept of ESWVA is defined including whole village advance, project, project management and project management of ESWVA etc. Then it introduces the basic situation of ESWVA in Liaoning province such as the implement background of ESWVA, the use mode of funds, and the fund condition involved in the related program. Finally, it describes the significance to implement ESWVA in Liaoning province.Chapter Ⅲ analysis the problems and causes in the process to carry on the project management of ESWVA in Liaoning province. The first part summaries the problems to conduct ESWVA mainly in the aspect of the target object, project identified, project changed, project team building, financial management issues and the mode to use the special funds. Then it find the cause to produce those problems such as unreasonable policy-making, incomplete matching-facility, uncoordinated in interest mechanism, short of high-quality talents as well as backward awareness etc.Chapter Ⅳ is the appropriate countermeasures to promote the effective management of ESWVA. This part mainly solves the problems found in the Chapter Ⅲ.Chapter Ⅴ is the conclusion. This part summaries and review the ESWVA of Liaoning province, at the same time it also restates the importance and practical significance to improve the management of ESWVA.
