Research On Identifying And Aiding Model Of Rural Household Expenditure-type Poverty In Liaoning Province

Poverty is a problem that perplexes mankind for thousands of years.Whether in ancient times or in modern times,every country is working hard to solve the problem of poverty.With the promotion of precise poverty alleviation in our country,the number of poor people in our country decreases year by year,and people live more and more wealthy.Liaoning Province,as the leading soldier in Northeast China,its population poverty alleviation problem is related to the development of the whole Northeast China and the goal of common prosperity of the whole country.Liaoning Province has its own particularity in poverty alleviation.On the one hand,Liaoning Province has an early economic development,a thick foundation,fertile rural land and good development;on the other hand,Liaoning Province has vast land,complex regions,and the rural development of various regions is extremely poor.Equilibrium,coupled with a large number of outward migration of the population,left a number of elderly and weak patients,which exacerbated the poverty problem of these people;especially in the face of children's school,sudden illness,housing transformation,a large amount of expenditure directly led to family poverty.In recent years,under the guidance of the central document,the Liaoning provincial government has steadily implemented the policy of poverty alleviation in rural areas.With the joint efforts of all parties,it has achieved fruitful results.The number of poor people has been greatly reduced every year,and people's lives have become increasingly prosperous.However,it is not excluded that due to the inadequacy of poverty measurement indicators,some expenditure-oriented poverty-stricken people have not been included in the scope of relief,and the problem of returning some poverty-stricken people to poverty has not been solved.Therefore,this paper identifies the poor families in rural areas from the perspective of expenditure,so as to solve the poverty problem more scientifically and comprehensively.This paper can be summarized into five parts except the main research contents of the introduction.The first part is on the premise of combing the domestic and foreign literature,combining with the focus of this study,introduces the relevant theories of poverty and relief,and describes the successful experience of poverty relief model at home and abroad,which lays a theoretical foundation for better research of this paper.The second part is based on the existing data in rural areas of Liaoning Province,using the expenditure burden coefficient to analyze rural household poverty in Liaoning Province.The third part is about the evaluation of expenditure-oriented poverty,which mainly establishes two-level index system,including quantitative and quality evaluation indicators.The fourth part is mainly divided into two aspects,the first is about the establishment of relief standards.The second aspect is the design of rescue mode.In the relief standard,the general relief standard is first determined,and then it is specifically divided into medical relief standard,educational relief standard and housing relief standard.In the relief model,the experience of other typical areas is used for reference,and combined with regional characteristics,the relief model of rural household expenditure poverty in Liaoning Province is constructed.The fifth part mainly draws conclusions on the basis of research.To improve and solve the problem of rural household expenditure poverty in Liaoning Province.
