Study On Rural Informatization Project In Liaoning Province

Promoting the information construction in rural areas plays a very important roleto solving the “three dimensional rural issues” and the construction of rural areas. Asa major agricultural province in the northeastern region of china, Liaoning province isnow confront with the problem of lacking of the productivity, the smallholder andself-governed production mode, and the requirement of social, professional,industrialization agricultural production. In recent years, the sustainable agriculturaldevelopment of Liaoning province has been stalled with the slowly increased income, alsothe integrated management and social services in rural areas maintain in low level. To solvethese problems, Liaoning province has launched rural informatization project.Through literature research and comparative study, firstly this article expoundedthe concept of the rural informatization, and analyzed the domestic and internationaldevelopment status of the rural informatization. Then, this article focused on theprogress of rural informatization in Liaoning province, set forth the problems wefacing based on the view of infrastructure, information resources, information services,information technology, and the external environment, along with the suggestions tosolve the problems.This article consists of the following sections: The first section expounded theconcept of the rural informatization and its rich connotation; In second section we analyzedthe domestic and international development status of the rural informatization, found thedeficiency and the possible response means; The third section made an objective descriptionof rural informatization in Liaoning province, based on which summarized the main problemsand the constraints of the process of the development of rural informatization in Liaoningprovince; The fourth section brought the settlement of these problems, then set forth thecomments and suggestions for the rural informatization in Liaoning province from both themacro and micro levels.
