Birth Insurance System In Our Country Social Gender Studies

In the context of large-scaled socialized production, fertility is not only a behavior of individual and a behavior of the family offspring, but also has an important social meaning. Maternity insurance. as a recognition of the value of fertility and special protection and compensation of reproductive behavior, is an important symbol of the progress of human society. Maternity insurance is a public policy with special significance of gender. In1995, on the Fourth World Conference About Women, gender mainstreaming is determined to be in a global strategy for the promotion of gender equality by the United Nations. Gender analysis could reveal the gender blind spot of the welfare policies, and provide principles and strategies to improve the welfare policy. The introduction of gender perspective into the analysis of the maternity insurance, could promote a deep understanding of the gender needs as followed:First, take a full consideration of the intra-household division of labor and inequality; Second, recognize the significance of the activities of social reproduction; Third, take the gender needs as the starting point of the system.Reproductive behavior and women’s rights is closely related to each other. In the process of reproductive, women’s economic rights, employment rights and the pursuit of gender equality, freedom of development rights should be guaranteed. However, due to the irrational policy of maternity insurance, women’s rights are not fully protected. In this paper, the analysis tool of gender needs is used to analyze of the gender perspective of the maternity insurance system in China. The irrationality of the maternity insurance system is highlighted as lack of class equality, fuzzy responsibilities and powers of the male, impaired female employment rights caused by the lack of gender awareness. The key reason for these problems is the neglect of gender needs. The specific manifestations are the lack of gender awareness in public policy, the definition and consideration of protected populations and their needs is inadequate, and unthoroughly challenges for the traditional gender division of laborTo solve these problems, the reform of the maternity insurance system is necessary. Due to the particularity of the maternity insurance system, its reform and development should follow the scientific path. Considerations of gender needs in the reform of the maternity insurance is very important. The author believes that the maternity insurance system should be based on the gender needs, learn from the successful experience of the maternity insurance system at home and abroad, strengthen gender awareness in the maternity insurance policy, give full play to the role of government and legislative sectors, make the residents basic medical insurance as the basis to build an universal covered maternity insurance system. The reform of the maternity insurance system should give a response to a series of problems caused by the fertility, such as female reproductive health, gender discrimination in employment, labor conflicts, and women traditional roles regression. This will help to achieve equality between male and female in the family division of labor and responsibilities, safeguard women’s rights.
