Along with the development of technology of information, the tide of information with unprecedented power is to promote the rapid development of the global economy. Through long planned economy system and in recent years, the Chinese telecommunication enterprise especially the traditional telecom operators have experience the system of excessive and have changed the business models. Now it is faced with the new market competition environment, and need to speed up the pace of revolution. Growth for a strong flexibility and creativity of modern enterprise in the process.According to the foreign and domestic communications industry at present a whole industry background, we summarized the communications industry business process status; We summarized the external competition driving force, and also the internal driving force for promote the management. Based on these demands, with reference to eTOM Structure analysis in TMF, we talk about that the function distribution is not comprehensive, the organization structure is unreasonable, business process is not perfect.So we put forward the improvement scheme to focus on for improvement, make prediction of the improved to complete problem of the results and provide testing index.Finally, this paper attempts to abandon the idea that study the previous literature. We find the communications industry in complex system architecture and in business process characteristics. With telecom business process closely, we summarizes the communications industry system for Chinese structure improvement methods.
