Since Shanghai established the strategic goal of building the InternationalMaritime Cluster, Shanghai has completed a series of achievement. AlthoughShanghai owns the most transportation volume, but Shanghai don’t acquire the statusof the International Maritime Cluster. This article studies the problem of buildingInternational Maritime Clusters from a new view, which compensates for the formerstudy and enriches the theory of International Maritime Clusters. Moreover, it is atough time for Shanghai to build International Maritime Clusters. This article putsforward some advice to aggregate the factors of labor and capital, which ismeaningful to Shanghai.This article introduces the background and significance, sorts systematically thetheory of International Maritime Clusters and factor-gathering, and analyzes the threekinds of factors affecting International Maritime Clusters in Chapter One, which isbased on former excellent studies. Then, this article talks about the thinking andframework of study. In Chapter Two, this article uses the method of DEA, formulatesthe DEA-Malmquist Model about International Maritime Clusters and analyzes theperiod of factor-gathering of the five International Maritime Clusters. In ChapterThree, this article compares Shanghai with the five International Maritime Clusters. InChapter Four, this article formulates the econometric model to study the efficiency ofvalue-converting of International Maritime Clusters with the methods of BootstrapOLS and quantile regression, which shows the differences between Shanghai and thefive International Maritime Clusters. With much empirical analysis, this article getsfour pieces of conclusions and four pieces of suggestions for accelerating the speed ofShanghai International Maritime Clusters in Chapter Five, including improving theefficiency of factor-gathering and value conversion, creating Shanghai-centerednational and international shipping markets, fulfilling all kinds of supportingmechanism and developing the shipping financial market focusing on FreightDerivatives Exchange.This article tries to study the building of International Maritime Clusters from theview of factor-gathering, and concludes the labor, goods and capital factors from lot’sof factors. On this basis, this article puts forward the Storm Eye Model, a creative analysis frame about International Maritime Clusters. This article introduces theconcept of value conversion, a new view for studying International Maritime Clusters.What’s more, this article uses much empirical study and formulates theDEA-Malmquist Model, which makes a creative approach.
