In March 2009,"Opinions of the State Council on Promoting Shanghai to Speed up the Development of Modern Service Industry and Advanced Manufacturing, Building an International Financial Center and International Shipping Center"was published. This file officially present that Shanghai will basically complete the international shipping center that is ability to allocating the resource of the global shipping capacity. As we all know, the State Council has set up this goal of the construction of international shipping center in Shanghai in the middle of 1990's. And this is not a new decision. The State Council issued the document of construction of Shanghai international shipping center in the context of global economic recession for financial crisis, which be endowed with the state mission of promoting of Shanghai and even national economic development.Many literatures researched the Shanghai international shipping center form overall point of view, such as the construction conditions, the foreign experience and the soft environment of Shanghai etc. The results of these studies undoubtedly provide some useful reference to the construction of Shanghai international shipping center. However, these literatures do not give answers on industrial base of international shipping. The industrial base of international shipping center is the growth pattern of shipping and port industry and correlation affection between international shipping and the shipping and port industry. And present literatures are lack of systematic research on the growth mechanism of shipping and port Industry. This paper is an exploratory research on the above problems, and then tries to set up the theoretical basis of Shanghai international shipping center. In fact, the construction of Shanghai international shipping center is a development process of integration shipping and port industry and Shanghai city. The growth of Shipping and Port industry is not a general sense of industry growth, which reflects the growth states of functions of the international shipping center stage.Although Shanghai Port has been ranked the world's biggest port for five consecutive years since proposing construction Shanghai international shipping center in 1996, the international community has not been generally accepted hat Shanghai Port is a truly international shipping center, and Shanghai Port still at first stage of the development of an international shipping center that is cargo transportation and storage platform. To achieve the third generation of international shipping center that is resource allocation model, the extraordinary growth of shipping and port industry is necessary. Therefore, this paper put research priorities as how to respond some grim situations, such as the global economic recession, the competition from the peripheral ports, the slowing growth of the port throughput and so on, how to transform the growth mode from the inherent scale expansion to the efficiency, structural and intensive expansion mode, and promoting the Shanghai international shipping center to format and enhance the function.Firstly, this paper arranges some fragment industrial growth theory, combing economics, industrial economics, economic geography, management and other basic theory, and construct a relatively complete theory of the growth of Port and Shipping Industry framework by using systems analysis methods.Secondly, this paper deeply analyzes the association role between the growth of the shipping and port industry and construction of international shipping center. Thirdly, pointing out the problems currently lying in the upgrade of function-oriented construction stage of Shanghai International Shipping Center. And in order to explore the development pattern of shipping and port industry and provide theoretical support and practical guidance to the great-leap-forward development of Shanghai international shipping center, the paper attempt to point two shipping and port industry growth modes of promotion the function of Shanghai international shipping center, Industrial Convergence and Industrial Clusters, from the time and space evolution perspective.This paper draws the following conclusions:1. International shipping center is one aspect of the position of the city function, while the shipping and port is an important carrier achieving this function. Therefore, international shipping center and the shipping and port industry are interdependent and promote each other. Growth of shipping and port industry is not ordinary, which reflects the stage of formation and elevation of the international shipping center function. Drawing lessons from the industry life cycle theory, the shipping and port industry growth can be divided into four stages of the low, the intermediate, the advanced, and the post-advanced. The shipping and port industry also experienced the corresponding four functional transformations, embryonic stage, the first generation, the second generation, and the third generation of international shipping center. The regular pattern of typical international shipping center development declare that sound functioning and improvement the competitiveness of the international shipping center must rely on the upgrade of the shipping and port industry growth mode.2. The growth of shipping and port industry is an organic unity of quantitative and qualitative growth, which reflected not only in industrial-scale expansion of the shipping and port industry but also in updating and rationalization structure of the industry. When the shipping and port industry scales up to a certain extent, the quantitative growth begins to weaken. At this time, the allocation efficiency of shipping and port resource can be improved by introducing the innovation factors into the qualitative growth. And the growth stage of the upgrade can be achieved.3. This paper conclude that Shanghai shipping and port industry is now on the intermediate stage based on systematic analysis of current situation of Shanghai international shipping center and shipping and port industry by using the research method of output-growth rate. At this stage, most of the sub-industry is at the low end of the value chain. Therefore, Shanghai Port stills the first generation of international shipping center, which is characterized by the platform of transportation and warehouse.4. To achieve great-leap-forward development of Shanghai international shipping center, the transition from the initial quantitative growth to qualitative growth is necessary. Shanghai Port pattern must transform from one-sided focus on growth in the size of goods distribution to the layout of value-added service, goods distribution, and industry driven. While in the process of this change, Shanghai Port not only own some advantages, that are the favorable geographic conditions, the vast economic hinterland, the favorable port hardware conditions factors, but also have to face some obstacles, that are imperfect management system, under-developed transportation system, lack of key breakthrough of policies and regulations, lack of high-level professionals.5. From the analysis of the time evolution trend, industrial convergence is an import way that accelerates Shanghai shipping and port industry qualitative growth development and improves the resource allocation function. The shipping and port industrial convergence includes intra and inter integration. Intra industry integration integrates port industry enterprises, shipping companies, and service enterprises within this industry. And inter integration integrate the finance services, consulting services, tourism services and other sectors of the cross-industry. The huge complex economic effect generated by shipping and port industry integration can promote the rapid development of Shanghai shipping and port industry. Through the data analysis of the current situation, Shanghai shipping and port industry is trying to integrate actively, but the level of integration is not advanced.6. From the analysis of the space evolution trend, industry cluster is an another important way that accelerates Shanghai shipping and port industry development and improves the resource allocation function. The momentum of industry cluster determine that whether the shipping and port industry can grow rapidly and become the region's dominant and leading industries. This paper conclude that the competitive of Shanghai shipping and port industry cluster is lowest in global shipping industry through using the GEM model in London, Rotterdam, Hong Kong, Singapore and Shanghai. And the paper point out the reasons, that is enterprises are difficult to obtain enough information to find the upstream and downstream service providers, enterprise operation mechanism is not sound, lack of government industrial policy guidance, public service institutions not in place, lack of connection between enterprises etc.7. This paper concludes that the initial formation of Shanghai shipping and port industry has been set up, the industry chain is completed gradually, the competitiveness of industry is increasing. In order to achieve the rapid growth of Shanghai shipping and port industry in qualitative growth and transform to the third generation of international shipping center, the efficient promotion mechanism in construction of shipping center must be set up, the power of policy support must be strengthened, the regional collection and distribution network must be constructed, the education and training system must be improved.
