With the development of knowledge economy and the evidence of globalization,employee mobility within high-tech industry cluster has become a common phenomenon.Enterprises can get the knowledge embodied in personnel to promote the generation ofknowledge spillover effects by hiring those employees who may flow freely in industrycluster, in order to enhance their technology innovation capabilities and overcometechnology barriers. Therefore, how to effectively use this knowledge spillover channle ofemployee mobility to identify the factors that affect the knowledge spillover in industrycluster, and propose the corresponding measures from these controllable factors, which isone of the issues need enterprises and industry clusters to care about.For the issues mentioned above and the actual needs, this paper builds a conceptualmodel for knowledge spillover in industry cluster through the channel of employeemobility and makes the corresponding hypothesises, by studying the relevant theroy anddiscussing the influencing factors and mechanism of effect to knowledge spillover fromemployee mobility on the background of cluster. The author sends the staffs who havemobile experiences out questionnaires in high-tech industry cluster through e-mail andinterview, collecting195valid sample data, then the SPSS17.0is used to test and verifythe conceptual model and the hypothesises, and discusses the test results.The innovation and conclusion of our study mainly include:(1) From the perspective of employee mobility, this paper reveals the internalmechanism of effect to the process of knowledge spillover from employee mobility on thebackground of cluster. In view of existing relevant studies rarely analyze the impact ofknowledge spillover from the employee mobility perspective, employee mobility only as achannel of knowledge spillover is mentioned and shown, therefore, the research of thispaper not only broaden the study perspective of knowledge spillover, but also offset thedeficiency in the research on employee mobility channel in relevant studies of knowledgespillover to some extent.(2) Aconceptual model for knowledge spillover in industry cluster through the channelof employee mobility is creatively constucted on the basis of taking into consideration thecharacteristics of employee mobility channel. This model comprises the influencing factorsof enterprise’s absorption capacity, enterprise’s culture, technology sickness, organizationdistance and knowledge distance, which correlate to knowledge spillover through marketchannels, as well as the influencing factors like employees’ learning ability, employees’ knowledge spillover awareness, which correlate to knowledge spillover throughnon-market channels (employee mobility). Thus above work enriches relevant theoreticalresult of knowledge spillover research to some extent.(3) In empirical aspect, this papar sub-divides knowledge spillover effect intotechnology innovation effect and knowledge accumulation effect based on enterprise levelperspective, and separately deals with the data from these two effects involved, which willfacilitate the deeper analysis of different factors’ influence and may overcome thedeficiencies in revalant studies of knowledge spillover through market channel on thebackground of cluster, furthermore this paper gives several suggestions for the economicdevelopment of enterprises within cluster and entire industry cluster.
