A Comprehensive Evaluation Of The Initial Stage Of Resource-saving And Environment-friendly Society In Wuhan

In December2007, Wuhan city circle was approved as a "national resource-savingand environment-friendly experimental zone for comprehensive reform"(referred to as"two-oriented society"), which brings rare opportunities to the development of WuhanCity Circle. However, the construction of "two-oriented society" is still in exploratory andexperimental stage, there are no ready-made patterns we can follow. There are twoproblems we urgently need to solve, that is how to estimate and grasp the process andeffect of the construction of "two-oriented society" and how to carry forward theconstruction of "two-oriented society". This paper mainly studies the connotation of"two-oriented society" the comprehensive evaluation methods and models, and thecountermeasures to carry forward "two-oriented society" construction.The construction of "two-oriented society" is a dynamic and gradual process whichhas a long-term goal, it has different specific objectives in different stages. Firstly，thispaper generalized and summarized research findings on the basis of arranging the researchactivities on "two-oriented society" both at home and abroad. Then, deeply analyzed theconcept and connotation of the initial stage of "two-oriented society" and systematicallyexpounded the theories on "two-oriented society".Secondly, based on the research finding of predecessors and the concept andconnotation of "two-oriented society" and the requirements of "two-oriented society"construction, this paper built a index system from the four aspects of economicdevelopment, social progress, resource-saving and environment-friendly tocomprehensively assess the level of the initial stage of "two-oriented society"construction.Thirdly, based on the index data for2000~2009in Wuhan, the paper quantitativeestimated the level of the initial stage of "two-oriented society" construction in Wuhan byusing the projection pursuit model and entropy weighting method. The results of two kinds of evaluation obtained good consistency, which objective reflected that "two-orientedsociety" construction has shown a good momentum of development in the last decadeespecially since2004. This paper first used projection pursuit model in the evaluation of"two-oriented society", obtained relatively satisfactory evaluation results. Results alsoshowed that the Projection Pursuit Model may served as an alternative method inevaluating the development of resource-saving and environment-friendly society of UrbanArea．Finally, according to the results of quantitative evaluation and the developmentalstatus and problems in Wuhan, a number of countermeasures and proposals were advancedto promote the initial stage of "two-oriented society" construction in Wuhan.
